A condition of the <br /> concurrent SMA Use Permit for this area will require an update to the existing <br /> approved public access plan to incorporate these new proposed facilities and <br /> public access connectivity. <br /> Finally, while the affordable housing requirements for the WBR have been <br /> satisfied with the donation of 300 net acres of land to the County within Waikoloa <br /> Village, the applicant proposes to develop not less than 142 units of affordable <br /> workforce rental housing on a 25.4-acre site south of the Queens' Marketplace. <br /> While not considered part of the Kumu Hou Master Plan, the applicant considers <br /> this initiative complementary to the development of the overall Kumu Hou project <br /> and has signed a memorandum of intent with a developer to commence planning <br /> of the project. <br /> Economic Element <br /> ■ Encourage the development of a visitor industry that is in harmony with <br /> the social,physical, and economic goals of the residents of the County. ` <br /> ■ Strive for an economic climate that provides its residents an opportunity <br /> for choice of occupation. <br /> ■ Require a study of the significant cultural, social and physical impacts of <br /> large developments prior to approval. <br /> ■ The land, water, air, sea, and people shall be considered as essential <br /> resources for present and future generations and should be protected and <br /> enhanced through the use of economic incentives. <br /> ■ Identify and encourage primary industries that are consistent with the <br /> social,physical, and economic goals of the residents of the County. <br /> ■ Promote a distinctive identity for the island ofHawai`i to enable <br /> government, business and travel industries to promote the County of <br /> Hawai`i as an entity unique within the State ofHawai`i. <br /> This proposed development will provide additional and expanded <br /> employment opportunities including an estimated 350 Full Time Employment <br /> (FTE) construction and related jobs annually in the early development phase <br /> (2021 to 2026), 1,450 FTE development and operation jobs generated as <br /> -5- <br />
