It was very helpful just <br /> in kind of providing a model of what we are supposed to be doing here, so I really <br /> appreciated it, Ms. Ford. <br /> HUSTACE: Yes, Ms. Ford? <br /> FORD: Thank you. One thing I neglected to say is the Highways Act of 1892 declared <br /> that all the ancient Hawaiian trails, roads, and things like that, are considered public <br /> highways which is the reason I kept trails in the same district where they originated as <br /> well as terminated. District 2 is the biggest problem out there. You'd have to enlarge the <br /> map in order to see the trails. Thank you though for letting me speak. <br /> HUSTACE: Thank you, Ms. Ford. Commissioners, any other input or questions? <br /> BATH: Yes, Stephanie. <br /> HUSTACE: Ms. Bath. <br /> BATH: Brenda, I have a question. <br /> FORD: Certainly. Go ahead. <br /> BATH: So, what I understood you just said is you kept trails all in one district to keep <br /> continuity of the trail, the whole trail, and they are considered highways in the State, <br /> correct? <br /> FORD: Yes. <br /> BATH: So my question would be, how are you dealing with something like Highway 11 <br /> that starts in Hilo and transverses through a number of districts? If you're using that as <br /> the model. <br /> FORD: Highway 11, as we all know, circles the Island. It's the belt highway. There was <br /> no way to keep it in one district, we all know that. It crosses every single district <br /> except—no, every single district. There's no way to change that. If it was an ancient <br /> Hawaiian trail, it's now a public highway as well as being an ancient Hawaiian trail. The <br /> trails I'm talking about, most of them are on the interior of the Island. And if you go into <br /> District 2 and just keep enlarging it, you'll see those trails appear. I tried to honor the <br /> Hawaiians and the Highways Act of 1892. <br /> BATH: Thank you. <br /> HUSTACE: Thank you, Ms. Ford. Thank you, Commissioner Bath.
