Encourage a diverse and vibrant economy emphasizing <br /> agriculture and sustainable economies. <br /> The Land Study Bureau has classified the soil as "C" or fair. <br /> Consistent with this designation, the subject area has been planted <br /> with coffee and some fruit trees. The B&B, with its active coffee <br /> farm, would enable guests to enjoy and learn more of the coffee <br /> industry. In a way, too, it would make it more feasible for the <br /> applicant to live on site and work the farm more intensively. <br /> g. Promote effective governance. <br /> This principle is not applicable. <br /> The CDP also discusses strategies for the "enhancement" of the <br /> agricultural industry in Kona, The requested use would be consistent <br /> with two of these strategies. One is the protection of agricultural <br /> lands, as no subdivision is being proposed and the existing <br /> agricultural activity on the site would be maintained. The other relates <br /> to agricultural tourism, which this request would be promoting. <br /> Accordingly, the requested use would further the agricultural <br /> objectives of both the General Plan and Kona CDP. As such,, no <br /> action or amendment to either document would be needed to <br /> effectuate this project. <br /> D. County Zoning <br /> The County zoning designation of the site is Agricultural (A-1a). The <br /> minimum lot size for this zoning district is one (1) acre. The subject <br /> property consists of nearly 1.312 acres and is thus considered a <br /> conforming lot of record. <br /> Within the A-1a zone, the applicant's existing uses such as the farm <br /> dwelling and coffee farm are permitted uses. What is being requested <br /> will not require any significant improvements to the property but <br /> involve expanded uses of the existing grounds and dwelling. While <br />
