As noted earlier, no significant improvements to the area <br /> of the requested uses are being proposed. However, if any <br /> improvements are made, pursuant to County drainage requirements, <br /> appropriate drywell and/or similar means to capture runoff from the <br /> newly constructed improvements will be built, if necessary, in <br /> conjunction with any permitting process. <br /> D. Access and Traffic Implications <br /> The subject parcel, consisting of 1+ acres, is located on the mauka <br /> side of the Old Mamalahoa Highway. It is situated adjacent and south <br /> of the Holualoa Elementary School. There is an existing 9-foot wide <br /> paved road within a 50-foot wide access and utility easement. <br /> The County-maintained Highway in this area has a varying right-of- <br /> way width of 20 to 50 feet with an equally varying pavement width of <br /> 15 to 20 feet. The area fronting the project site's driveway has an <br /> improved pavement width of at least 18 feet. There is good visibility <br /> entering and exiting that driveway. <br /> To minimize conflicts with school and commuter traffic, the applicant <br /> has proposed to have check ins and check outs after the AM/PM peak <br /> hours. <br /> Furthermore, the number of guests is limited by virtue of the number <br /> of bedrooms (3). That should be no more than a standard family living <br /> in this area. As such, the project is snot anticipated to generate any <br /> significantly adverse traffic impacts on the local roadway system. <br /> E. Other Utilities <br /> Electrical and telephone services are already available to the site. <br /> VL FNVIRONMENTAL CONSIDERATIONS <br /> A. General Description <br /> The subject parcel is located on the southwestern slope of Hualalai, <br /> approximately 3 miles from the ocean.
