SPECIAL PERMIT APPLICATION <br /> PROPOSED 3-ROOM BED AND BREAKFAST <br /> RACHELLE ONAKA <br /> HOLUALOA 1ST AND 2ND, MAUKA SECTION, NORTH KO NA, HA AI] <br /> TAX MAP KEY: (3) 7-6-005: 017 <br /> INTRODUCTION <br /> Ms. Rachelle Onaka ("Applicant") would like to establish a 3-room bed and <br /> breakfast ("B&B") facility within an existing single-family dwelling and arl <br /> adjoining guest house on a 1 .312 acre property. <br /> The subject property is located mauka or east of the Old Mamalahoa <br /> Highway (also: known as the North Kona Belt Road) with a street address of <br /> 76-3724 Duarte Road. More specifically, it is situated immediately south of <br /> the Holualoa Elementary School and approximately one half (1/2) mile north <br /> of the intersection of the Old Mamalahoa Highway and Hualalai Road. <br /> As the site is designated Agriculture by the State Land Use Commission, a <br /> Special Permit is required to allow the requested use. This report is intended <br /> to support the request. <br /> IL PROJECT LOCATION <br /> As noted above, the subject parcel, consisting of 1.312 acres, is located on <br /> the mauka side of the Old Mamalahoa Highway. It is situated approximately <br /> one-half (1/2) mile north of the intersection of the Highway and Hualalai <br /> Road. The Holualoa Elementary School is located almost immediately north <br /> of the property. (Figures 1 & 2) <br /> The subject property does not front the Old Mamalahoa Highway. It is <br /> served by an existing 9+ foot wide paved road within a 50-foot wide <br /> easement. The easement bisects the subject property. (See Figure 2) <br /> Although the 1.312 acre site has an existing coffee farm and is bisected by <br /> the 50-foot wide easement, for the purpose of this application, the entire <br /> 1.312 acre site should be considered the requested or project site, as the <br /> entire site is used to directly and indirectly support the proposed B&B. <br /> I <br />
