DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 10. Subject Properties: The project area is located approximately halfway between the <br /> Ellison Onizuka Kona International Airport at Keahole and Kailua-Kona, between the <br /> Kaloko Industrial area to the north and the Honok6hau industrial area to the south. The <br /> project area was originally rezoned as three (3) separate parcels, with Parcel 1 consisting <br /> of 186.733 acres rezoned from Open to MCX-20, Parcel 2 consisting of 85.733 acres <br /> rezoned from Open to MG-la, and Parcel 3 consisting of 9.901 acres rezoned from Open <br /> to MCX-20. Through subsequent subdivision actions, the project area now consists of 17 <br /> separate parcels. There are existing quarry operations, concrete batching and a pre-cast <br /> operation and related uses covering approximately 100 acres of the West Hawaii <br /> Business Park, primarily on Parcel 2 and a portion of Parcel 1. The quarry and related <br /> uses were approved by Conservation District Use Permit HA-66/6/12-35 and have been <br /> in existence in this area since 1967. Appropriate buffers will be provided between <br /> existing quarry uses and the proposed and existing industrial and commercial mixed uses. <br /> Excavated areas no longer yielding aggregate materials will be appropriately smoothed to <br /> allow for future development. Parcel 3 is the site of the Kaiser Permanente Kona Medical <br /> Office, which was built in 2014. <br /> 11. Surrounding Zoning and Land Uses: The adjacent properties to the north are zoned <br /> Limited Industrial 1-acre (ML-la) and Industrial-Commercial Mixed 1-acre (MCX-la) <br /> and are the site of the Kaloko Light Industrial area. Properties to the east(mauka) are <br /> zoned Open and Agricultural 5-acre (A-5a) and intermittently used for cattle grazing. <br /> Properties to the south are zoned Limited Industrial 1-acre (ML-la), Limited Industrial 3- <br /> acre (ML-3a), and General Industrial-5 acre (MG-5a) and are the site of the Honok6hau <br /> Business Park. The Kaloko-Honok6hau National Historical Park is located directly across <br /> or makai of the Queen Ka`ahumanu Highway to the west. <br /> 12. Flood Zone: Zone "X", areas determined to be outside the 500-year flood plain. <br /> 13. Archaeological/Historical/Cultural Resources: According to correspondences from the <br /> Department of Land and Natural Resources-State Historic Preservation Division (SHPD), <br /> an Archeological Inventory Survey was accepted on February 12, 2001, that identified 70 <br /> historic sites in the project area. 30 sites were recommended for data recovery, a burial <br /> -7- <br />
