environment, youth will engage in activities that increase their confidence, identity, and skills to <br /> self-determine their possible futures. <br /> LT will use the existing two-story ranch house to board the participants during overnight stays <br /> and provide staff office and workspace. The existing barn will include maker spaces, a workshop, <br /> and other support spaces for storage and equipment for cultural, art, and agricultural activities <br /> including ceramics, woodworking, crafting, and leathermaking. LT also intends to add sleeping <br /> accommodations for visiting staff in the barn. The remaining site will remain open with fenced <br /> pastures, a riding ring, a horse barn, goat barn, and pig pen. Fruit trees and lei plants will also be <br /> planted and nurtured to support the hands-on activities. A site plan is provided in Figure 1. <br /> Access to the site will remain via the existing driveway off Pu'u Manu Place, which in turn <br /> connects to Mamalahoa Highway to the north (see Figure 2). <br /> LT recognizes the need for a Change in Use Building Permit for both the existing ranch house and <br /> barn. The LT design team will work with the County Department of Public Works to ensure all <br /> requirements are met and necessary upgrades are completed. LT is targeting a program start <br /> date of January 2022. <br /> B. DESCRIPTION OF THE SUBJECT PROPERTY IN SUFFICIENT DETAIL TO PRECISELY LOCATE <br /> THE PROPERTY. DESCRIBE EXISITING USES, STRUCTURES, AND TOPOGRAPHY. IF PORTION OF <br /> THE PROPERTY TO BE USED, STATE USE OF REMAINDER OF PROPERTY. <br /> Location of the Property <br /> The property is located at 5122 Pu'u Manu Place, bounded on all sides by agriculturally zoned <br /> parcels. Pu'u Manu Place runs along the west side of the property within a shared access and <br /> utility easement. The property is identified as Tax Map Key (TMK) 6-4-018:095 and is <br /> approximately 5.362 acres (Figure 3).The entire parcel will be used for the cultural academy and <br /> retreat and is the subject area of this Special Permit Application. An aerial is provided in Figure 4. <br /> Existing Uses and Structures <br /> Figures 5 through 8 show floor plans for the ranch house and barn. Existing elements are labeled <br /> with text starting with "(E)" and proposed changes are indicated with labels "(N)". The existing <br /> site has a two-story ranch house nestled on the lower southwestern slope of Pu'u Maile, with <br /> two elevated lanais, a patio, and garage. The house contains 3 bedrooms, a family room, laundry <br /> area, and 2 bathrooms on the lower floor. The upper floor has a master bedroom and bathroom, <br /> small office and half bathroom that will be used for staff, and an open floor plan connecting the <br /> main entry with the living room, media area, and dining space. There is also a large kitchen on <br /> the upper floor where 'opio will cook locally sourced meat and vegetables from the garden each <br /> day. The living rooms located on both floors will be used as a gathering space to read, write, <br /> utilize technology devices, and debrief in the evening. The plans for the existing house also show <br /> which bathrooms will meet the Americans with Disabilities Act (ADA) design requirements and <br /> the addition of a covered ADA ramp at the main entry. Floor plans of the existing and renovated <br /> ranch house are shown in Figure 5 and Figure 6. <br /> The existing barn includes 2,700 SF of space that will be renovated into the maker spaces and <br /> other program spaces.The new sleeping quarters for visiting staff will be in the barn's mezzanine <br /> 2 <br />
