Bypass, but there will be some construction vehicles coming from the south that would use that <br />Yamagata Road. <br />DOMINGO: Thank you. <br />WATANABE: Any other questions from the Commissioners? Mr. Graham? <br />GRAHAM: I appreciate all the details you’re giving us and in some way we’re just <br />talking with the rezoning ordinance. But I guess what sits in the back of the mind is other <br />problems are going to be created by this of somewhat similar magnitude to the problems that are <br />going to be solved; so that there really is a lot of this and that going on, and the net benefit is <br />going to kind of get balanced out. And one of the places I see that is like the Alii Drive stuff. <br />When you’re talking about a three-way stop on Royal Poinciana because you’re going to have <br />more traffic on Alii Drive, but the three-way stop is going to make it even more inefficient <br />moving on Alii Drive, it feels like you’re just creating a whole extra problem situation by doing <br />stuff like that. And clearly that’s not for us to decide whether you do a three-way stop there or <br />not, that’s something you guys are going to have to work out later. But if all your mitigation <br />measures seem like they’re creating extra problems somewhere else, it does kind of leave a cloud <br />in your head that you’re creating almost as much problems as you’re solving here. So I just <br />wanted to pass on my concern about what you said about Royal Poinciana and similar things like <br />that. <br />WATANABE: Are there any other questions? I have a question for you, Mr. Sumada. <br />Well, first of all I’d like to thank you for limiting it to the afternoon, the PM peak because, you <br />know, in studying or reviewing the traffic study I didn’t see how opening it up in the AM peak <br />hours would help; and certainly this is something that is going to affect those residents on <br />Halekii Street, yeah, negatively. But I do have a question with regard to the Yamagata Roadway <br />alternative. You know, Kona is a small area and I believe Hokulia has the ability to use that <br />road. But I’m wondering if what you’re referring to applies, you know, the weight limit applies <br />to other heavy trucks that might be attempting to enter the Bypass. <br />SUMADA: I think that, hopefully that’s something we can work out with the <br />Hokulia, I mean, the Oceanside. Basically during this time period that the southern section is <br />either in limbo or under construction, the primary users of the construction trucks would be the <br />Oceanside’s development. If there’s construction going on like a vacant lot in the Halekii <br />Subdivision or there’s some major concrete work or something like that, then by all means that’s <br />the only road they can use to go down. So I don’t think, you know -. Hopefully the police <br />would use their judgment that that, they would allow that. <br />WATANABE: Okay, and Mr. Yamagata is in agreement with that? <br />SUMADA: Well, that’s something that Oceanside needs to negotiate with <br />Mr. Yamagata. Preliminary indications are that he would be supportive of that effort. But I have <br />not talked to Mr. Yamagata myself. <br />WATANABE: In follow-up questions, you know, for the Alii Drive you mentioned that <br />you’re looking at additional left turn lanes.
