Commissioner Armbruster? <br /> ARMBRUSTER: So, I had a couple more questions about few different things, but if we can <br /> start the affordable housing component. Am I correct and understanding that that's not actually <br /> part of what we're being asked to review right now, right? That's not a County requirement, that's <br /> something Waikoloa Land is, is offering and that's not part of any of the approvals we are <br /> currently being asked to review? It's just sort of like a side-perk? <br /> FUKE: That is true, because that property's already entitled. Our kind of like bringing that in <br /> relative to the Kumu Hou project is that the success of the Kumu Hou project lends support to <br /> the success of the Foundation and also enables the development of the workforce housing. <br /> ARMBRUSTER: Okay. But, because it's not tied to this, it—the development <br /> FUKE: Development wise— <br /> [Unintelligible <br /> ise[Unintelligible cross talk.] <br /> ARMBRUSTER: --not tied to it, correct? Like it could happen at the same time, it could happen <br /> in 50 years, or it could never happen. Is that-- <br /> FUKE: In terms of timing that's why we need to work out specific language with the Office of <br /> Housing. All the applicant committing to at this point in time is donating the land, but it's to the <br /> County or nonprofit, and providing the required infrastructure to enable the development of a <br /> minimum of 142 workforce housing. <br /> ARMBRUSTER: Gotcha. Okay. <br /> KERN: If I may, real quick too, so, originally on the original entitlement they had fulfilled all of <br /> their affordable housing requirements, so this component is extra on top of that. So,just want to <br /> make sure that that's understood. <br /> ARMBRUSTER: Yes. And then I noticed something in the report about there will be water <br /> quality monitoring for the reef during construction, but I didn't see anything about what happens <br /> if the water quality starts to deteriorate. Could somebody speak to that a little bit,please? <br /> KAY: I might be able to address that. So, as a condition of the LUC decision and order and <br /> SMA 25, there was a requirement to develop a comprehensive water quality monitoring program <br /> for the entire resort. So, what we did with the new SMA permits is to not lose that requirement <br /> 25 <br /> EXHIBIT D <br />
