III. PROJECT DESCRIPTION <br /> A. Project Concept <br /> The Applicant requested and received a Use Permit (USE 13-000043) on <br /> November 7, 2013 to allow "the construction of a 13,520 square foot medical <br /> facility and related improvements"on the subject property. (Exhibit A) <br /> However, while the Applicant still intends to proceed with a building that <br /> would accommodate medical offices, it does not want the structure to be <br /> limited to only that use for two (2) reasons. <br /> For one, since issuance of the Use Permit in 2013, the 2018 Kilauea eruption <br /> affecting lower Puna has affected many residents in this area. This has then <br /> resulted in the recently completed KRRP. This site, thus, could not only serve <br /> as a transportation hub but further the objectives of the KRRP. With a <br /> commercial zoning, it could readily accommodate uses or activities that <br /> further the objectives of the KRRP. <br /> Further, limiting the site for only a medical facility had made its development <br /> less financially feasible and therefore more difficult to construct. As such, <br /> having the capacity to entertain non-medical uses increases the financial <br /> viability and funding of the project. <br /> If the request is approved, the Applicant would want to construct the originally <br /> envisioned 13,520 square foot structure. However, its projected uses would <br /> be approximately 70% of medical and office uses with the balance of 30% <br /> targeted to retail. The structure is not anticipated to exceed 20 feet in height <br /> and would have at least 46 parking stalls, including two (2) ADA stalls. <br /> (Figure 3-Site Plan and Figure 4-Building Elevation) <br /> Access to the site would be from Pahoa-Kapoho Road (Highway 132), a <br /> County road. <br /> It should be emphasized that the proposed structure and parking location are <br /> preliminary and may be adjusted to accommodate the spatial requirements of <br /> the potential building, applicable rezoning conditions, County's design review <br /> and related construction requirements, and possible tenants and/or uses <br /> envisioned by the KRRP. <br /> B. Project Timetable and Cost <br /> Should the request be approved, the Applicant intends to finalize the <br /> construction plans and begin construction within the next year. <br /> The estimated cost of this project is $750,000. <br /> 3 <br />
