(c) Services and community facilities are more accessible in village/town centers <br /> that are distributed throughout the region, including the underserved <br /> subdivisions that have been experiencing higher levels of development growth. <br /> Discussion: The proposed development of a self-storage facility and mailing <br /> service will allow residents of Orchidland Estates and Ainaloa more convenient <br /> access to services needed in these communities. <br /> 5.2.2 Criteria for Proposed Locations and Boundaries <br /> Public uses or,facilities, especially those that people,frequently visit. Where <br /> possible, village centers should either encompass or be located adjacent to <br /> existing community,facilities such as churches, schools, parks, and community <br /> centers to promote convenient walking, bicycling and transit access to these uses. <br /> Discussion:While the proposed site is over 1-mile from the proposed location of <br /> the Ainaloa Neighborhood Village Center discussed in the Pahoa CDP, the <br /> proposed site is adjacent to the current Ainaloa Longhouse complex, which has <br /> served the purpose of the Village Center while the site along Ginger Lane has <br /> remained undeveloped. (Figure 3) This indicates that the Longhouse complex site <br /> is a more appropriate Neighborhood Village Center as it is already providing <br /> facilities listed in PCDP 5.2.2. <br /> 3.1.3 Actions <br /> b. Establish the following general classifications and locations for village and <br /> town centers in Puna: <br /> 2) Community Village Centers shall provide a more limited range of <br /> services in smaller existing urban settlements and in large subdivisions <br /> that are experiencing the greatest rates of build-out; namely, at `Ainaloa, <br /> Kurtistown, Maku`u Homesteads, Mountain View, two or more locations <br /> in Hawaiian Paradise Park, and at Volcano; and <br /> c. Facilitate land use entitlements and other tools for the development of existing <br /> and future village/town centers and special design districts by: <br /> 1) Recommending approval of applications for commercial zoning or use <br /> ep rmits for existing commercial uses in designated village/town centers <br /> that do not presently have appropriate entitlements, and or proposed uses <br /> at appropriate nearby locations,provided that the size and use of the <br /> Mansion area conforms to the criteria applicable to the type o� <br /> village/town center at that location; <br /> 9 <br />
