Description of the Proposed Project [24 CFR 50.12 & 58.32; 40 CFR 1508.25]: The County of Hawai `i Office of Housing and Urban Development has set aside project -based vouchers by the United States Department of Housing and Urban Development (HUD) for qualifying residential households at or below 50% Area Median Income (AMI). The West Kawili Street Senior/Veteran Housing, an affordable senior housing development proposed by EAH Inc. (doing business as EAH Housing), will serve households at or below 30-80% AMI, with preference given to veterans and spouses of deceased veterans. Seniors are defined as individuals 62 years of age or above, and households whose head, cohead, spouse, or sole member meets this definition. The environmental review responsibility is conferred by HUD to the County of Hawai `i Office of Housing and Community Development.
