WATANABE: Yes. <br />HOUSEL: I have one question. We’re talking about traffic and increased traffic. <br />Have you reviewed the M&E Pacific Traffic Analysis Report? <br />WALKER: I’ve only glanced at it. My understanding is it focused primarily on the <br />water bottling plant use. I know when the Police made their report it was based on the water <br />bottling plant as well. <br />HOUSEL: Okay. Have you read the conclusions of the report? <br />WALTER: I have not read them recently. <br />HOUSEL: Okay. The way I read the conclusions which were presented were that this <br />would not present a dramatic increase in the amount of traffic on Milo Street. And the <br />conclusion is that it would not be, you know, an increased safety hazard. Do you dispute that? <br />WALKER: Yes. We dispute it on the basis of the zoning -. If you look at all of the <br />possible uses in the zoning, if I tell you today that I’m going to do x, y, and z but I have zoning <br />that lets me do 1, 2, and 3 additionally, the 1, 2, and 3 may very well occur. There’s nothing to <br />stop them, at which point the traffic count and the traffic study become invalid. And that’s why <br />we think a special use permit that would lock those in made more sense. <br />WATANABE: Do we have any further questions? <br />HOUSEL: Thank you. <br />WATANABE: Ms. Bowman? <br />BOWMAN: Yes. That is my concern also. I know with another rezoning we had in <br />Downtown Hilo although the applicant, you know, one of the small businesses, by granting the <br />zoning it didn’t limit it, it could have, you know, been a 7-Eleven or whatever. So I think I have <br />the same concerns. And I know, I think we asked this at the last meeting if it is a bottling plant -- <br />and I know, I think the applicant desired more uses -- would they go for a less dense -? I mean -. <br />WATANABE: Well, okay, that will require, you know, both the Department’s as well as <br />the applicant’s response. And we’ve heard a lot and there’s a lot to chew on. I’d like to kind of <br />finish up the questions that we have outstanding for the testifiers, take a break, and allow then <br />the applicant and the applicant’s representatives to come up and respond to some of what has <br />been discussed. And possibly during that break we would have a little more time to digest the <br />amount, you know, all this information that has come in. And I don’t necessarily want to rush to <br />a decision just -. Is that okay? Does that sound like a plan?
