Notices of this application will become available through the posting of <br /> a sign on the property, as well as sending two (2) notices to surrounding property <br /> owners, one at the time the application is filed and again, prior to the public hearing. <br /> Based on the foregoing, it is concluded that the requested improvements would be <br /> consistent with the objectives, policies, and guidelines of the Coastal Zone <br /> Management Policies, as outlined in Chapter 205-A-23, HRS and Planning <br /> Commission Rule No. 9 relating to the Special Management Area. <br /> F. Other Permitting Requirements <br /> As noted earlier, additional permits may be required. Other permits would be of the <br /> "ministerial" variety, such as Subdivision Approval, etc. As needed, these permits <br /> will be obtained in order to follow county code. <br /> V. ENVIRONMENTAL CONSIDERATIONS <br /> A. General Description <br /> The parcel is generally rectangular in shape and is accessed via Kinoulu Street, <br /> which is a County owned and maintained road. Kinoulu Street serves as the main <br /> access point for the subject parcel and neighboring parcels. There are currently two <br /> (2) dwellings on the property. <br /> The site is situated at the 1,600 to 1,700-foot elevation level. The property slopes <br /> roughly from east to west, with a gradual decline from the south to the north, with <br /> the highest point being at the southeastern end of the property. In spite of the <br /> gradual rise, there does not appear to be any topographic constraints for future <br /> development, improvements, and utilization. <br /> Nearby properties are generally the same size, ranging from 8500-sq ft lots to 1.5 <br /> acre lots. The general area is primarily residential and agricultural. <br /> The annual median rainfall for this area is approximately 45 inches. The average <br /> daily temperature ranges from a minimum of 62 degrees to 78 degrees Fahrenheit. <br /> Wind patterns are generally westerly during the day and easterly during the evenings. <br /> B. Soils and Topography <br /> According to the Natural Resource Conservation Service's Land Study Bureau <br /> Overall Master Productivity Rating, the site has a designation of"C" or fair. <br /> The soil for the subject site is of the Puuikaaka-Lava flows complex soils with 10 to <br /> 20 percent slopes.
