area consists mainly of residential uses with a water purification and bottling plant <br /> operating via special permit on 6.286 acres of agriculturally zoned land directly across <br /> Mamalahoa Highway to the west of the subject parcel. <br /> 14. ALISH: The subject property is "Unclassified" on the State Agricultural Lands of <br /> Importance Map. <br /> 15. Land Study Bureau's Detailed Land Classification System: "C". The Land Study <br /> Bureau(LSB) designates the subject property as "C" (fair soils). <br /> 16. U.S.D.A. Soil Survey: The soils on the subject property are classified as Pu`uika`aka- <br /> Lava flows complex with 10 to 20 percent slopes. The soil consists of ash fields on <br /> pahoehoe lava flows. The soil is considered well drained with a very high runoff class. <br /> 17. FEMA FIRM MAP: The subject parcel is in an area designated as Zone X on the Flood <br /> Insurance Rate Map (FIRM)by the Federal Emergency Management Agency (FEMA). <br /> Zone X is an area determined to be outside the 500-year floodplain. <br /> 18. Flora/Fauna Resources: There were no professional surveys conducted of the floral or <br /> faunal resources of the subject property, however the applicant does not believe that any <br /> rare or endangered floral or faunal resources are likely to be found within the subject <br /> property due to long developed residential use on the property and the suburban nature of <br /> the surrounding area. According to the State Department of Land and Natural Resources <br /> —Division of Forestry and Wildlife the Hoary Bat or `Ope`ape`a, the Blackburn's Sphinx <br /> Moth, the Hawaiian Goose or Nene, and the Hawaiian Hawk or `Io could potentially <br /> occur in the vicinity of the project area. <br /> 19. Archaeological/Historic/Cultural Resources: As the subject property has been <br /> developed with a residential use since 1961, no professional archaeological and/or <br /> cultural study was conducted of the property. According to the applicant, no <br /> archeological or historical features are known to exist on the subject property. The <br /> applicant is not seeking to further develop the land (besides minor improvements and <br /> maintenance of the existing structures and dwellings). The subject site is not adjacent <br /> and/or proximate to the shoreline. As such, gathering of marine life and coastal access is <br /> not an issue. It is not known whether the subject property or the immediate surrounding <br /> area was used in the recent past for the gathering of plants by Native Hawaiians. The <br /> -3- <br />
