I. INTRODUCTION <br /> Aaron Kahananui ("applicant")is requesting the rezoning of a 0.992-acre parcel of land in <br /> Kailua-Kona, Hawaii from Agriculture (A-la)to Residential (RS-15). The property is <br /> located at 73-4413 Hawaii Belt Road, approximately 100 ft southeast of its intersection <br /> with Kalaoa Street. (Figure 1). If approved, the applicant intends to subdivide the 0.992- <br /> acre parcel into two (2)lots, consisting of approximately 0.5 acres each, for estate planning <br /> purposes (Figure 2). <br /> The Kahananui Family has owned this property since the 1950s and the requested Change of <br /> Zone, State Land Use Boundary Amendment, and subsequent subdivision would permit <br /> independent ownership of the two homes on the property so that family members can use <br /> them accordingly. No additional construction is planned, and it appears that very limited <br /> infrastructure improvements would be required to achieve the subdivision. There are <br /> virtually no expected adverse impacts relating to the proposed action. <br /> The subject property has been the site of two single family residences for nearly thirty years <br /> with the first residence built in 1961. The requested actions would bring the land use <br /> designations into accord with the longstanding use and density of development on the <br /> subject property. <br /> Similar State Land Use Boundary Amendment and Rezoning applications have been <br /> approved for nearby parcels, including Ordinance 2002-094 pertaining to TMK (3) 7-3- <br /> 5:097 approved a change of district classification from Agricultural to Urban and Ordinance <br /> 2002-095 approved a change of zone from A-5a to RS-15. As this project is very similar in <br /> nature, it would be logical to grant approval. <br /> II. PROJECT LOCATION <br /> As noted earlier, the subject property is located off Hawaii Belt Road, approximately 100 <br /> feet southeast of its intersection with Kalaoa Street. (Figure 1). Vehicular access to the <br /> property is from Kinoulu Street. <br /> III. PROJECT DESCRIPTION <br /> A. Proiect Concept and Components <br /> The subject site consists of 0.992 acres and has two (2) single-family residences on <br /> the lot. If approved, the applicant intends to subdivide the property into two (2)lots, <br /> consisting of approximately 19,043 and 24,166 square-feet. The two (2)lots will <br /> each contain one (1) of the existing single-family residences and supporting <br /> infrastructure. Each proposed lot will be accessible from Kinoulu Street which <br /> borders the property to the north. <br /> 4 <br />
