Domestic animals such as cats, dogs, goats, chickens and <br /> other animals such as rats and feral pigs are also common and are not considered <br /> endangered. <br /> 3H. Valued Cultural Resources <br /> In view of Hawaii State Supreme Court's "PASH" and"Ka Pa`akai O Ka Aina" <br /> decisions, the issue relative to native Hawaiian gathering and fishing rights must be <br /> addressed. Specifically, there must be a discussion of the cultural, historical and natural <br /> resources and associated traditional and customary practices of this site. <br /> In this situation, the subject site is not adjacent and/or proximate to the shoreline. As <br /> such, fishing and/or coastal access is not an issue. <br /> It is not known whether the subject parcel or immediate surrounding area have ever been <br /> used for the gathering of plants by native Hawaiians. However, it would appear very <br /> unlikely that the site would serve such purpose today and/or in the recent past. <br /> There are no known archaeological features on the subject parcel. <br /> Based on the above, it does not appear that the project would have any potential adverse <br /> impact relating to the cultural and historical resources of this area. <br /> 3I. Public Access <br /> The subject parcel is located approximately 5.5 miles from the shoreline. As such, no <br /> public access will be affected by this request. <br /> 3J. Description of Access <br /> The subject site is located off Ainaloa Boulevard, approximately 1 mile southwest of its <br /> intersection with Kea`au-Pahoa Road, or Highway 130. Ainaloa Boulevard is a 2-lane <br /> paved roadway with a 60-foot wide right of way and 35-foot pavement that is owned and <br /> maintained by the County. <br /> The applicants are proposing access to the site be provided by an existing driveway at the <br /> southwestern corner of the property. Fire Apparatus access would be provided by a <br /> proposed 24' wide driveway around the entire site. <br /> 3K. Traffic Impacts <br /> Traffic on Ainaloa Boulevard is generally moderate. The recent completion of a <br /> roundabout at the intersection of Ainaloa Boulevard and Keaau Pahoa Road and the <br /> planned roundabout at the intersection of Orchidland Drive and Keaau Pahoa Road are <br /> 13 <br />
