<br />There is also this proposed access on the south end of the property which is designed to
<br />be exclusively a right-turn in and a right-turn out, provided that the State Department of
<br />Transportation allows that. But its already a permitted access. This property is already
<br />permitted like two, you know, two accesses. So this would be your primary and this
<br />would be your secondary access.
<br />The Directors Recommendation also called for having the necessary improvements be
<br />done at this Kuakini Highway. And that Kuakini Highway, this point over here intersects
<br />with, if I can stretch this map, just follow me for a while, this lower side is Kahakai
<br />Estates. And, so, if you continue on youll go directly into Kahakai Estates. So, you
<br />know, the intersections would line up over here. So the staffs condition requires like,
<br />youknow,channelizedintersectionwithleft-turnpocket,soonandsoforth.
<br />SothatisthewaythatbothApplicantsbelievethatyoullbeabletofulfillthe,atleast
<br />this particular region, the infrastructure needs very immediately by having, first of all, a
<br />commercial area that would service the neighborhood and minimizing excessive
<br />movements to either Keauhou or to Kailua and, secondly, at the same time, constructing
<br />major infrastructure work. So that if youre traveling on Kuakini and you need to get,
<br />you know, you need to move north, youd have a safe place to get out, and which would
<br />be at this intersection and not over here, which is close to where the Kona Outdoor Circle
<br />is.
<br />The other thing about the Suffolk project which I forgot to note is that there will be, if
<br />you can look at the middle map over there, the concentration of units will be like more on
<br />the, that area; and then the bottom portion, although this is part of the property, is still
<br />like a portion of a floodway. So the intent is to have this area serve both as a floodway as
<br />well as like a passive recreation area, pretty much similar to in concept to what, you
<br />know, Hilo Bayfront area is. You have like a soccer field and, at the same time, when
<br />you have inclement weather then, you know, its used as a drainage way as well.
<br />There is a sewer line that presently bisects the property that services Pualani. So both of
<br />these projects, if approved, will be sewered to the County system.
<br />Water is already available. They have over 510 water commitments for this property.
<br />Can I, Madam Chair, you know, with your indulgence, call upon Michael Riehm to kind
<br />of like give a little bit more description in terms of what he visualized, you know, in
<br />talking with Mr. Cook and understanding what the Planning Directors concerns were
<br />relative to minimizing the effect of any like strip type of appearance and like what he
<br />visualizes this neighborhood commercial facility would look like?
