ANDREWS: Sorry about that, everyone. We have a new system set up here, so we're getting <br /> used to this whole process. Okay, can everybody see the introduction screen here? <br /> VITOUSEK: Yep. <br /> ANDREWS: Great. Okay, so I'm going to be presenting for Lili`uokalani Trust, Special Permit <br /> application SPP-2021-000004. <br /> This is the location map, and you're seeing the subject property in red. It's in the South Kohala <br /> District. The applicant is requesting a special permit to establish a cultural academy and retreat <br /> facility and related improvements including overnight accommodations, programmed activities <br /> and special events on 5.362 acres of land situated within the State Land Use Agricultural <br /> District. The proposed use will occur throughout the subject property including within an <br /> existing 3,476-square foot, four bedroom, three and a half bathroom ranch house, and an existing <br /> [2,700] square foot barn. <br /> The applicant will offer small group sessions for four to eight participants at a time. Two to four <br /> staff members will be on site including at least two staff members during any overnight stay. The <br /> existing dwelling will be used to board participants during overnight stays and provide staff <br /> office and workspace. An existing barn will have maker spaces, and a workshop, in addition to <br /> sleeping accommodations for visiting staff. <br /> The remaining site will remain open with fenced pastures, a riding ring, a horse barn, goat barn, <br /> and pig pen. Fruit tress and lei plants will also be planted and nurtured to support hands-on <br /> activities. <br /> The application originally requested that day programs end at 5:00 p.m., and following the <br /> applicant's request to modify the ending time for day programs, the Planning Director <br /> recommended that Condition Number 5 be revised to allow day programs to end at 6:00 p.m. <br /> And there was a revised condition that was provided to the commissioners. Program hours, <br /> therefore, will be 7:00 a.m until 8:00 p.m. Day programs will end earlier at 6:00 p.m. Quiet hours <br /> for any overnight stays will be from 8:00 p.m. until 7:00 a.m. <br /> This is the zoning map for the area. The subject property is outlined in red, and it is Ag 5-acres, <br /> so Agricultural 5-acres. Nearby zoning is almost entirely agricultural, with some family <br /> agricultural, FA-2a. Otherwise, it's Agricultural 40-acres, some 3-acres, and to the west is <br /> Agricultural 1-acre. <br /> The entire surrounding area is designated agricultural, the State Land Use Boundary Map <br /> designation. And the LUPAG Map designates the subject property as Important Agricultural <br /> Lands. Nearby is Low Density Urban, Rural, and to the north is Extensive Agriculture. <br /> So, this is the Community Development Plan conceptual plan. And I apologize that its, it's a <br /> little bit small and hard to read. However, I did designate the subject property in red. You can see <br /> it, there's an arrow pointing to it. And it's within the Small Farms and Ranches Preservation <br /> Program, in green, designated in green by the conceptual plan. <br /> 2 <br /> EXHIBIT G <br />
