Definitions <br /> <br />Completed: Department has fully implemented the audit recommendation. We reviewed <br />sufficient and appropriate evidence to support all aspects of the recommendation. <br /> <br />Resolved: Although department did not implement the audit recommendation, it implemented <br />an alternative solution/mitigating/compensating control that fully addressed the applicable audit <br />finding or risk. <br /> <br />"Merit principle" means the selection of persons based on their fitness and ability for public <br />employment and the retention of employees based on their demonstrated appropriate conduct <br />and productive performance. <br /> <br />"Merit system" means the human resources management system based upon the purposes of <br />the merit principle and building of a career service in government, free from coercive political <br />influences, to render impartial service to the public at all times, according to the dictates of ethics <br />and morality and in compliance with all laws. <br /> <br />"Skill set" means a particular category of knowledge, skills, and abilities desired to perform the <br />essential job duties. The skill set may be more encompassing and specific than the minimum <br />qualification requirements. <br /> <br />"Open-competitive recruitment" means a recruitment whereby everyone, including the public <br />and County employees, may apply. <br /> <br />"Registration recruitment" means a method of recruitment for unskilled classes of work with no <br />examination. <br /> <br />Hawaii Revised Statues (HRS) X76-11 defines the "Appointing authority" as the department <br />head or designee having the power to make appointments or changes in the status of employees. <br /> <br />5 Definitions <br />
