PUBLIC NOTICE <br />COUNTY OF HAWAII DRAFT 2022 ACTION PLAN (AP) for <br />2020-2024 CONSOLIDATED PLAN (CP) WITH THE U.S <br />DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) <br />Pursuant to 24 CFR Part 91, the County of Hawaii's Office of <br />Housing and Community Development (OHCD) has developed and <br />published its draft 2022 Action Plan (AP) for the HUD's <br />Community Development Block Grant (CDBG) Program and is <br />providing affected citizens an opportunity to examine its <br />contents and to submit comments on the draft AP. <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM <br />The County of Hawaii anticipates that the County's total 2022 <br />CDBG allocation is $2,600,000.00. This amount is an <br />approximation, and the County will proportionally adjust its <br />proposed project funding levels by increasing or decreasing the <br />actual project amounts to the actual funds received. In <br />addition, the County also anticipates receiving $100,000.00 of <br />additional program income from the Residential Emergency Repair <br />for a total $2,700,000.00 of CDBG monies. To meet the County's <br />five (5) year CP, Priorities and Objectives, the following <br />projects will be included in the 2022 Action Plan. <br />2022 CDBG Projects Amount <br />Mental Health Kokua - Kona Residential <br />Housing Renovations $271,149.00 <br />Mental Health Kokua - Hilo Residential $650,000.00 <br />Complex Housing Renovations <br />West Hawaii Emergency Shelter and Facility $650,000.00 <br />Energy Efficiency Improvements <br />Hamakua Youth and Community Center Improvements - Phase 1 $588,851.00 <br />Administration, Planning & Fair Housing $540,000.00 <br />Total $2,700,00.00 <br />The CDBG project amount for all projects may change to <br />accommodate the actual amount of grant funds or program income <br />received or if there are any cancelled project(s) or <br />reprogramming of CDBG funds. In its efforts to expedite and <br />timely implement its projects, the Public is advised that the <br />County of Hawaii may utilize County funds for the West Hawaii <br />Emergency Shelter and Facility Photovoltaic Energy Efficiency <br />Improvement project to incur pre -award cost under the CDBG <br />program that will not exceed 250 of current CDBG allocation. <br />This is in accordance with the CDBG regulations 24 CFR <br />570.200(h)(1), Reimbursement for pre -award costs. <br />2022 Public Notice #2 1 2/9/22 <br />
