timeframe for the Planning Commission’s review of a community development plan. We have a <br />number of community development plans in the works. They are being, there are at different <br />stages. But what happens with them is they’ll be, the draft plan will be reviewed and has to be <br />approved by the community development plan steering committee. Then it comes up to the <br />Planning Commission for its review; and then it goes to the County Council. And either way it <br />will come out of the Planning Commission with a favorable or unfavorable recommendation <br />from the Commission. The County Council has the final say on it. As you know from other <br />actions, all of the things that you review where you have a recommendation have timetables on <br />that. So a change of zone you’re supposed to act within a certain period of time. A General Plan <br />Amendment you’re supposed to act within a certain period of time. <br />There was never anything for the Community Development Plan. So it wasn’t clear what <br />happens if it comes to your agenda and say there’s a 4-4 vote. Does it get deferred to another <br />meeting, does it keep getting deferred if we don’t have a full enough membership to come to a <br />majority of the full membership on the community development plan? So in order to look ahead <br />and set a timeframe, we basically followed the timeframe that the Commission has for a General <br />Plan Amendment or, and being that that’s also a fairly serious matter. And so the idea behind <br />this is to set a timeframe. And if the Commission is unable to garner five votes, favorable or <br />unfavorable, on the Community Development Plan, then it would still go up to the Council at the <br />end of that time period. <br />WATANABE: Thank you, Mr. Director. Do we have any questions for the Director on <br />this? This is the first reading so we will be hearing this again in West Hawaii? <br />YUEN: Yes. We’ll take this to the next meeting in Kona and then ask you to take <br />a vote on it. But we’re here for any kind of questions, discussions, public testimony on this. <br />WATANABE: Okay. At this point I have no one signed up to testify. Is there anyone in <br />the audience who would like to testify on this issue? So then I guess we -. Do we take a vote to <br />continue this? <br />TORIGOE: You can take a vote on this or doing a consensus -. <br />WATANABE: Okay, shall we then by consensus elect to continue this to the next West <br />Hawaii meeting? Mr. Alameda, yes -? <br />ALAMEDA: I just, I like it. I think it’s thinking ahead. And if I need to make a motion <br />to defer it to the next meeting I’ll do so.
