Total expenses increased by $80.2 million, which represented a 14 percent change from the prior <br /> year. There were retroactive pay raises resulting from bargaining unit negotiations, as well as the <br /> typical increases in salaries and wages and related employment benefit costs across all functions <br /> in the current fiscal year. The County also incurred approximately $77.1 million of expenditures <br /> while responding to the additional needs caused by the COVID-19 pandemic. These expenditures <br /> were funded by just one of the many federal grants received by the County to assist in dealing <br /> with the financial burden resulting from the pandemic. <br /> The charts below illustrate the County's governmental expenses and revenues by function, and its <br /> revenues by source. As shown,public safety is the largest function in expense (53 percent), <br /> followed by general government(13 percent) and highways and streets (11 percent). General <br /> revenues such as property and other taxes are not shown by program,but are effectively used to <br /> support program activities countywide.
