that were too large to access the incident sites, and vehicles that were too heavy for the bridges <br /> they were expected to traverse over. <br /> Cause and Condition <br /> HFD is not able to determine if lifetime repair and maintenance costs exceed the vehicle's <br /> value. <br /> Effect <br /> HFD's resources are primarily focused on out-of-service apparatus rather than preventative <br /> maintenance. <br /> Recommendation <br /> We recommend HFD develop and implement a comprehensive vehicle profile for each of its <br /> apparatus. <br /> We further recommend HFD develop and implement a maintenance and replacement plan to <br /> ensure safe and cost-effective operations based on evidence. The plan should include the <br /> following: <br /> • Establish a comprehensive vehicle list <br /> • Track age, mileage, and condition <br /> • Determine which vehicles are appropriate for what terrain <br /> • Establishing replacement targets (age, mileage, lifetime maintenance costs, class of <br /> vehicle, etc.) <br /> • Regular inspection of high-risk vehicles <br /> • Assign apparatus from high volume stations to low volume stations to extend the <br /> useable life <br /> 241 Page <br />
