Executive Summary <br /> <br />Background <br /> <br />The purpose of the audit was to determine if services are being provided: effectively, efficiently, <br />comply with relevant governance, and whether resources in their current allocations, contribute <br />or limit program success. To achieve our objective, we reviewed the Hawaii Fire Department <br />2015— 2020 Strategic Plan. <br /> <br />We determined the number of projects in the strategic plan could not be reasonably obtained in <br />the plan timeline. As a result, the plan largely devolved into a wish list of whatever could be <br />salvaged rather than a unidirectional improvement tool. <br /> <br />Based on the audit's objectives and the evaluation of various performance categories, we made <br />thirteen recommendations as follows: <br /> <br />We make the following recommendations <br /> <br />General <br /> 1. We recommend HFD develop a master plan. <br /> • A master plan may require a third-party consultant. <br /> <br />Accreditation <br /> 2. We recommend HFD work toward CFAI accreditation as reported in their Hawaii Fire <br /> Department Strategic Plan 2015-2020. <br /> <br />Vehicles <br /> 3. We recommend HFD develop and implement a comprehensive vehicle profile for each of <br /> its apparatus. <br /> <br /> 4. We further recommend HFD develop and implement a maintenance and replacement <br /> plan to ensure safe and cost-effective operations based on evidence. The plan should <br /> include the following: <br /> • Establish a comprehensive vehicle list <br /> • Track age, mileage, and condition <br /> • Determine which vehicles are appropriate for what terrain <br /> • Establishing replacement targets (age, mileage, lifetime maintenance costs, <br /> class of vehicle, etc.) <br /> • Regular inspection of high-risk vehicles <br /> • Assign apparatus from high volume stations to low volume stations to extend the <br /> useable life <br /> <br />1 Page <br />
