Hawaii County Dept. of Human Resources 04/01/2022 12:19:00 PM <br />Merit Appeals Board <br />6) New Business (for discussion and appropriate action) <br />April 8, 2022 <br />FY 2022-2023 Annual Performance Evaluation of the Director of Human <br />Resources (HR) Process; and FY 2022-2023 Human Resources Employee <br />Survey <br />o Proposed Timeline <br />o SurveyMonkey questions for FY 2022-2023 <br />o Merit Appeals Board's Evaluation Tool for the Director of HR for <br />FY 2022-2023 <br />o Define target audience/survey participants <br />Executive Session <br />The Merit Appeals Board anticipates convening one or more executive meetings <br />regarding the above matter, pursuant to HRS Sections 92-4, 92-5(a)(2) and <br />92-5(a)(4), for the purpose evaluating an officer or employee of the County of <br />Hawaii, where the consideration of matters affecting privacy will be involved and <br />consulting with the Board's attorney on questions and issues pertaining to the <br />Board's powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant <br />to HRS Section 92-4 is necessary to hold an executive meeting. <br />7) Unfinished Business (for discussion and appropriate action) <br />Communication No. 22-02, from Amanda Furman, Deputy Attorney General, <br />transmitting the Findings of Fact, Conclusions of Law (FOF COL) and Decision and <br />Order concerning Communication No. 21-04, appealing a recruitment and examination <br />action (application for a Planner I position rejected due to the lack of the minimum <br />required education and experience) by County of Hawaii Human Resources <br />Department. Based on the foregoing Findings of Fact, Conclusions of Law and Order, <br />the Merit Appeals Board remands the instant recruitment back to the Human <br />Resources Department to conduct a more thorough review of the Appellant's <br />application. <br />Board action required: Approval ofFOF COL <br />Executive Session <br />The Merit Appeals Board anticipates convening one or more executive meetings <br />regarding the above matter, pursuant to HRS Sections 92-4, 92-5(a)(2) and <br />
