Furthermore,the letter outlined the <br /> remaining preservation steps to be completed (including short and long-term conservation <br /> measures for the sites to be preserved and archeological monitoring during land alteration <br /> activities) and concurred with the procedures and schedule of the applicant's <br /> archaeologists to complete the final step (verification of completion)per HAR §13-284- <br /> 3(b) (Planning Department Exhibit 3—May 27,2010 Letter from SHPD and Final <br /> Data Archaeological Recovery Plan). <br /> 29. Floral/Faunal Resources: Vegetation at the site is characterized by koa haole scrub <br /> land.A Survey of Botanical, Avian and Terrestrial mammalian Species for the proposed <br /> Laipala Heights Subdivision, North Kona District, Island ofHawai`i prepared by Rana <br /> Productions in 2006 identified 36 plant species of which two were indigenous. No hoary <br /> bats were detected during the field survey. The avian survey identified 224 birds of <br /> fourteen different non-native species. There were no species of flora or fauna currently <br /> listed as endangered, threatened, or proposed for listing under either the State or Federal <br /> endangered species programs. <br /> 30. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the project area. <br /> 31. Civil Defense Sirens: There are two (2) Civil Defense sirens in the immediate area, one <br /> located in the White Sands Beach Estates subdivision approximately 1,450 feet to the <br /> north from the subject property, and a second siren located approximately 3,100 feet to <br /> the south near Kahalu`u Beach Park. <br /> PUBLIC UTILITIES AND SERVICES <br /> 32. Access: Access to the project site will be from Alii Drive via a new access road (Pi`ilani <br /> Street),which will traverse the vacant property to the west(makai) of the subject <br /> property and connect to the Naniloa Street stub out at Queen Kalama Avenue. This <br /> roadway will be built to County dedicable standards as a local street and will be <br /> dedicated to the county upon completion. The alignment and design of these roadways <br /> are included in the approved subdivision construction drawings. Conditions of the change <br />
