Merit Appeals Board <br />December 2, 2021 <br />looks at what qualifications these injured employees have and what they can do. And they are <br />given first preference for any opening that they are eligible for. <br />So, we haven't—in the year just about a year that I've been in this position, we haven't had <br />any new employees come into the program. The priority placement program, however, has a six- <br />month limitation where we will do this job search for them. And if we cannot find suitable <br />employment for them, they can be put on the there is another list and I can't remember the <br />name of it. But they can be considered they can request to be considered for other positions. It <br />is another type of list that is given preference when vacancies arise. <br />CHR. CABANAS: Okay. Can you just explain, though, the priority that they get with the <br />referral? So, let's say you have a real property appraiser position, you have a police officer <br />who's medically injured or ill, cannot return to his or her usual customary—and now you have a <br />real property appraiser Request to Fill form coming in. <br />Can you explain to the Board what your division does with that Request to Fill form, and you <br />know you have a police officer who meets the minimum qualifications for that job and can do <br />the work in accordance with the doctor's restrictions <br />MS. BOTELHO: Okay. <br />CHR. CABANAS: with his or her report. Can you just explain that so they see the <br />connection? <br />MS. BOTELHO: Sure. <br />CHR. CABANAS: Okay. <br />MS. BOTELHO: So, when departments submit their Request to Fill their positions, they're <br />looking they're not going to know, necessarily know, unless it's a person within their <br />department. So, Police Department is not going to know that we have a person on the priority <br />placement list. <br />So, they're going to submit their Request to Fill—I mean, no, I got to back up. The Department <br />of Finance with this real property appraiser position does not know that we have a police officer <br />who is on the priority placement list. <br />So, the Department of Finance is going to submit their Request to Fill via either an internal <br />recruitment or an open recruitment—that's just for example. When our department gets this, <br />we're going to look—we knowwell, the HR manager will know the staff doesn't necessarily <br />know—if we have people on that priority placement list. <br />If there is, that request will be amended. We are going to refer that priority placement person <br />first. So, we'll contact the department and let them know that we're not going to be conducting a <br />referrala recruitment for you—we have somebody who is on the list for priority placement, <br />Page 22 <br />
