HCHA meeting September 7, 2021 <br />with a disability. This is new, we do not currently have this as our preference. Let <br />me just for the record state, that there are other preferences that we've had <br />that we are making no changes too, so that would be families being terminated <br />from the HCV program due to insufficient funding, that is a preference and we <br />are not changing it. For elderly individuals, that's a preference, no change. <br />Persons with disabilities, it's currently a preference, no change. The other <br />preference that we are changing language too is in regard to preferences to <br />homeless and those involuntarily displaced by a disaster. And basically it's kind <br />of relabeling of the category to broaden it. So we are now saying in the Plan <br />that there is a preference for emergency need which homeless individuals will <br />fall under and persons who are displaced from a disaster will fall under. Are <br />there any questions? <br />Kierkiewicz: Ms. Lee Loy, go ahead. <br />Lee Loy: Thank you, Chair. Thanks, Susan, for being here. You mentioned all <br />residents, right, how are we defining all residents, you mentioned all residents <br />under the age of 18, elderly disabled. <br />Kunz: Okay, so that is a new preference that we're adding. So, you have to be <br />living in the State of Hawai `i and be able to show your residency. I don't have <br />off the top of my head, you know I actually have staff who are listening in by <br />Zoom, would you like me to have them clarify the eligibility? <br />Lee Loy: Yeah, absolutely, I think because we've heard a lot of concern about <br />housing affordability and keeping it where we can, keep it for our local <br />residence and so this preference, I'm trying to understand that, so that we can <br />continue to share how this may become an asset for those applying and how <br />these actually create wider guardrails for people to be able to get into <br />obtainable housing. <br />Kunz: So I actually have on the Zoom call with me, the manager for the Section <br />8 programs, Desiree Moore, and I believe she also has a staff with her, Kori Koike- <br />Smith, that's also with her. But Desiree can you please answer the question <br />that's being asked. <br />Moore: Morning Committee Members. So the residency preference will also <br />include people who were hired to work in our State or in our County and for <br />educational purposes also. We did not put a time limit on the residency <br />establishment, some PHA's policies will state that you have to be living in the <br />county for a year and we did not choose to do that. What we will require as <br />verification to prove residency is a current lease or a utility bill or a car <br />registration, employment pay stubs to establish the residency preference and <br />basically what that does is, HUD says we cannot prohibit applicants but our <br />Page 3 of 34 <br />
