HCHA meeting <br />September 7, 2021 <br />Kunz: Yeah, so the Housing Choice Vouchers are portable meaning that an <br />individual who received a voucher here could actually move that voucher out <br />of state if they choose to leave. <br />Kanealii-Kleinfelder: How long is that in effect for, for a year, for a month? <br />Kunz: As long as their eligible, I believe. <br />Kanealii-Kleinfelder: And then we lose one voucher here and then that voucher <br />is now being used in a different state, different county. <br />Kunz: Right, but we also port in vouchers so there are individuals who want to <br />move to Hawai `i with a voucher, we have to accommodate them. <br />Kanealii-Kleinfelder: Okay, so it goes both ways. <br />Kunz: Des, maybe you can clarify the funding piece of the vouchers moving like <br />that. <br />Moore: We don't lose our voucher, when someone transfers to another <br />jurisdiction, the other PHA will administer the voucher for us and they bill us a fee. <br />If the PHA, receiving PHA, choses to absorb that person into their own program, <br />then our voucher is released, we can use it for someone on our list. We don't <br />lose it. <br />Kanealii-Kleinfelder: Second question then. Is it in our best interest to really <br />tighten those preferences up so that we have more residents able to use the <br />program, like you've done, you've touched on it a little bit but was there a <br />thought to really tighten that preference down to someone who is a resident, <br />resident versus someone who may be a resident? <br />Kunz: So remember now, the preferences are allowing an individual to move up <br />on the wait list, so we're prioritizing is what we're doing. <br />Kanealii-Kleinfelder: As far as the residency aspect though, there is no <br />(inaudible) you would amend it, the residency preference. <br />Kunz: That didn't exist before. <br />Kanealii-Kleinfelder: So you added that? <br />Kunz: Yes, we added that. <br />Page 7 of 34 <br />
