7.2 Goals <br /> a. Protect,preserve, and enhance the quality of areas endowed with natural <br /> beauty, including the quality of coastal scenic resources. <br /> b. Protect scenic vistas and view planes from becoming obstructed. <br /> c. Maximize opportunities for present and future generations to appreciate <br /> and enjoy natural and scenic beauty. <br /> 8.2 Goals <br /> a. Protect and conserve the natural resources from undue exploitation, <br /> encroachment, and damage. <br /> c. Protect and promote the prudent use of Hawai`i's unique,fragile, and <br /> significant environmental and natural resources. <br /> d. Protect rare or endangered species and habitats native to Hawai`i. <br /> e. Protect and effectively manage Hawaii's open space, watersheds, <br /> shoreline and natural areas. <br /> f. Ensure that alterations to existing landforms, vegetation, and construction <br /> of structures cause minimum adverse effect to water resources, and scenic <br /> and recreational amenities and minimum danger of floods, landslides, <br /> erosion, siltation, or failure in the event of an earthquake. <br /> Discussion: Approval of the requested Special Permit would be in line with the <br /> economic, environmental quality, natural beauty, energy, recreation, natural <br /> resource, and land use goals and policies of the General Plan. The proposed <br /> project would allow a temporary, reception-only, satellite array to research Fast <br /> Radio Bursts, while also utilizing the land for agricultural purposes. Hawaii <br /> Island is well known for its scientific advancements in astronomy. Ka`u in <br /> particular is a unique radio-quiet area, which is required to study the phenomenon. <br /> Impacts to scenic views and noise will be negligible. There would be no impacts <br /> to recreation or energy. The proposed use would require minimal power and may <br /> operate off-grid. No significant impacts to environmental quality or natural <br /> resources are expected. There are no known historical, archaeological, or cultural <br /> sites on the property. However, in the event any inadvertent discoveries are made, <br /> work will cease, and the applicants will immediately notify the Planning <br /> Department and the State Historic Preservation Division for appropriate action. <br /> Since the proposed land use will be temporary, the applicant will return the <br /> Property to its original condition after the termination of the lease. The requested <br /> action creates a unique opportunity to advance science, research, and education <br /> while preserving agricultural land. <br /> Ka`u Community Development Plan <br /> The Ka`u Community Development Plan (KCDP) attempts to further define the <br /> General Plan and serves as a guide for decision-makers.
