DOFAW provided measures to reduce the project's impact on these listed <br /> species, in addition to guidelines regarding artificial lighting, mitigating spread of Rapid <br /> `Ohi `a Death, and minimizing spread of invasive species. <br /> 18. Archaeological/Historical/Cultural Resources: No formal archeological study was <br /> conducted on the site as it has been previously graded and used for sugar cane cultivation <br /> in the past. According to the applicant,no known archeological sites, historical or cultural <br /> resources are known to be located on the subject property. <br /> 19. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas traversing the property. <br /> 20. Traffic: Traffic in the Wood Valley Homestead Lots is generally low,mainly consisting <br /> of resident traffic. The initial stages of the proposed project will require the transport of <br /> two (2) shipping containers, one (1) port-a-potty and the equipment required to construct <br /> one (1) catchment tank and the ten (10) satellites. Minimal vehicular trips will be <br /> required during this stage, however short-term impacts to traffic are expected. Once <br /> operational, the proposed use will typically run unattended. One (1) person will <br /> occasionally perform routine checks and maintenance as needed, approximately once or <br /> twice a week. According to the applicant, normal use of the project site will have no <br /> impact on traffic in the surrounding area. <br /> PUBLIC SERVICES AND FACILITIES <br /> 21. Access: Access to the project site is from North Road, a paved County road, adjacent to <br /> the subject property to the north. The property would be accessed by way of a gravel <br /> driveway, approximately 100 feet long and 20 feet wide. According to the Department of <br /> Public Works (DPW), all driveway connections and construction within the North and <br /> Center Road Right-of-Way shall conform to Chapter 22, County Streets, of the Hawaii <br /> County Code. Additionally, access to North and Center Roads, including the provision of <br /> adequate sight distances, shall meet with the approval of DPW. <br /> 22. Water: According to the Department of Water Supply (DWS), the subject property is <br /> not within the service limits of existing DWS water system facilities. According to the <br /> applicant, the subject site would be served by a rainwater catchment system with at least <br /> 4,000 gallons of storage for the proposed use and fire suppression. <br /> -5- <br />
