[2:05] PRESENTATIONS <br />Agenda Items 6(a) Presentation and Overview of the new messaging app for <br />the County of Hawai `i by Cyrus Johnasen, PIO, Office of the Mayor <br />Points: The donated app (KAHEA), managed by representatives of the <br />Department -Civil Defense, HPD, DEM, DPW and IT is more targeted, efficient, <br />and cost saving to the County and will begin to phase out the Everbridge/Nixle <br />platforms currently in use. Phase One is ready to launch ASAP with E- <br />Notifications (Civil Defense, HPD and Fire), site -specific geographic locators to <br />better target information to constituents; DPW road closures/repairs, transfer <br />station information and any press relevant to the community. Phases 2 and 3 <br />TBD <br />Q&A: Q: Discussion of "Ease of Use/Access" for older constituents, less tech <br />savvy, app maintenance, and departmental time -expense [A: Easy to Use/ <br />Minimal additional time expense] <br />Q&A: Q: Discussion of possible additions to the app as a reporting tool for "Lost <br />of Found Pets", "Abandoned Vehicles"- [A: Not at this Phase] <br />[2:35] Agenda Item 6(b) Presentation and Overview of "Zero Emission Future" by <br />Riley Saito, R&D (PowerPoint on file) <br />Discussion and clarification of the PowerPoint on third party ownership, charging <br />stations and maintenance; Cost analysis models, Autonomous vehicles, subsidized <br />vehicles, and State/County partnerships in sharing; mass transit grants, biodiesel, <br />photovoltaic and hydrogen energy sources. <br />[3:28] Agenda Item 6(c) Presentation and Overview of Procurement by Diane <br />Nakagawa, Finance (PowerPoint on File) <br />Discussion and clarification of training PowerPoint regarding the processes for <br />requests for proposals/ scope of work, certified vendors, and decision panels. The <br />procurement team relies on the departments as subject matter experts on <br />procurement requests. The Procurement Division's Wish List would include an <br />automated County -wide Contract Management System. <br />[3:53] COMMISSION PRESENTATION NEAL HERBERT <br />Takeaways from the Hawaii County Council Budget Meetings April 12-14, 2022 <br />Commissioner Herbert's Report was distributed in the 4/28122 Board Packet and <br />reviewed by all Commissioners. <br />Discussion: The timing of the Cost of Government Commission is out of sync <br />with the Budgeting process and the Legislative calendar. To change the timing of <br />the Commission would require an amendment to the County Charter. All <br />department reports used for budget presentations can be accessed through the <br />County Website. <br />[4:00] DISCUSSION, REVIEW AND ACTION OF NEXT STEPS IN UNDERSTANDING <br />AND ANALYZING PRIORITY AND SECONDARY FOCUS AREAS <br />Discussion: The Commissions agrees to pivot in June 2022 from Fact -Finding to <br />Solution -Seeking. <br />[4:04] ITEMS TO BE PLACED ON NEXT (OR FUTURE) AGENDAS <br />• Presentation and overview on roads, traffic, and engineering studies by <br />Ikaika Rodenhurst, Director of Department of Public Works <br />
