JACKSON: Chair Vitousek, yes, I believe they are meeting, and they do have a quorum. I <br /> would just ask for,just kind of asking what you would like them to address, because the project <br /> has gone through SHPD review, it's gone through Burial Council review. So typically, we send <br /> projects to them that haven't gone through that extensive review or have some unique issue that <br /> the County needs assistance resolving. So I'm, I'm just wondering what you would like to <br /> achieve from the Burial Coun-the, the CRC. <br /> VITOUSEK: The commission? Well, I think the question we had, one of the questions we had <br /> that was raised by Commissioner Kanuha, was the level of consultation with descendant <br /> members of the community in planning the overall construction of this project, and I think the <br /> Cultural Resources Commission could be an appropriate location to have that type of discussion <br /> on whether descendant access issues are fully resolved in the burial treatment plan, whether <br /> additional descendant access and open space requirements should be proposed that would <br /> mitigate the impact of this project on the cultural landscape. Some of the things that were <br /> mentioned by the testifiers was the impact on the overall cultural landscape, and SHPD may have <br /> site-by-site mitigations for each specific site that was identified in the archaeological inventory, <br /> but they may not have considered the effect of the overall project on the landscape and how to <br /> design that project in a way that minimizes impacts to the historic landscape. And so giving the <br /> Cultural Resources Commission the opportunity to review the overall project with SHPD's <br /> recommendations and provide their own recommendations on how a project like this can move <br /> forward in an area with the historic significance that it is known to have. <br /> JACKSON: Okay, I think that's something we can do. Just going forward, is that something <br /> that you would like the Department to do for every project that has like burial sites on it that <br /> have gone through Burial Council review or <br /> VITOUSEK: I would love that, yeah <br /> KANUHA: Yeah, it— <br /> JACKSON: <br /> tJACKSON: —are you suggesting this for projects where there is an older burial treatment plan <br /> that's approved or any burial sites? <br /> VITOUSEK: I think that, I think that any major project, which I would consider this to be a <br /> pretty major project, having impact on cultural resources, whether there is burial treatment plans, <br /> whether there is preservation plans, should be reviewed by the Cultural Resources Commission <br /> as a step before coming in here. I think that will be a great thing. I think we have that resource <br /> with a tremendously capable people on that commission, and I would love to make use of it. <br /> JACKSON: Okay, great, thank you.
