DESCRIPTION OF STATE & COUNTY PLANS <br /> 7. State Land Use District: Agricultural. <br /> 8. General Plan Land Use Pattern Allocation Guide (LUPAG) Map: Extensive <br /> Agricultural. <br /> 9. County Zoning: Agricultural - 3 acres (A-3a). <br /> 10. Puna Community Development Plan (PCDP): The PCDP was adopted by the Hawaii <br /> County Council, Ordinance 08 116, on September 10, 2008. The subject property is not <br /> located within or near any village center. <br /> 11. Special Management Area (SMA): The subject parcel is not located within the SMA <br /> and is situated approximately eight(8) miles from the nearest coastline. <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 12. Subject Property: The subject three (3)-acre property is rectangular shaped with rolling <br /> topography and is developed with a 688 square foot, single-single story dwelling, <br /> currently under construction, a utility shed and a water catchment tank. The proposed <br /> special permit area consists of approximately 5,720 square feet, including driveway, <br /> proposed client parking, and a 68.8-square foot portion of the existing 688-square foot <br /> dwelling proposed for the massage therapy office. The remainder of the property is <br /> currently used for agricultural purposes, including fruit trees, nut trees and vegetable <br /> gardens. <br /> 13. Surrounding Land Uses/Zoning: Surrounding properties are zoned A-3a and most are <br /> also three (3) acres in size. Surrounding land uses are primarily agricultural and <br /> residential, with some vacant, undeveloped parcels. The nearest dwelling is located <br /> approximately 100 feet to the northwest of the subject property on TMK (3)1-6-045:008. <br /> 14. Flood Insurance Rate Map (FIRM): The property is located within Zone "X," an area <br /> determined by FEMA to be an area of minimal flood hazard. <br /> 15. USDA Soil Survey Report: Soils on the parcel are classified as `Keaukaha' Series, <br /> described as highly decomposed plant material with 2 to 10 percent slopes; it is well <br /> drained with a high runoff. <br /> 2 <br />
