continue harvesting essential rock resources for the manufacture of base course, and <br /> components of hot mix asphalt and concrete needed for the construction of many public <br /> and private projects. Excavated rock will either be stockpiled on-site or removed and <br /> trucked off-site to Yamada& Sons' quarry baseyard located off of Railroad Avenue for <br /> crushing/processing and sale. <br /> Hours of operation will be limited to between 6:00 a.m. to 6:00 p.m., daily as <br /> specified by the State license. During peak operation, there will be a maximum of ten <br /> (10) employees within the permit area at any given time. <br /> No crushing, finish processing or sales activities will occur within the permit area. <br /> Instead, excavated, raw rock material will either be temporarily stockpiled within the <br /> permit area or immediately removed to applicant's baseyard facilities located along <br /> nearby Railroad Avenue via Ho`olaulima Road for crushing and processing into finish <br /> products. The applicant anticipates about 4 to 5 rock-hauling trucks, or 8 to 10 tractor <br /> trailers will be making about three (3)trips per hour between the proposed quarry and <br /> applicant's baseyard and processing facilities. All activities will conform to the State <br /> Department of Health regulations. <br /> The grounds for approving a Special Permit are based on Rule 6-6 in the Planning <br /> Commission Rules of Practice and Procedure. It states that the Planning Commission <br /> shall not approve a Special Permit unless it is found that the proposed use (a) is an <br /> unusual and reasonable use of land situated within the Agricultural District; and (b)the <br /> proposed use would promote the effectiveness and objectives of Chapter 205, Hawaii <br /> Revised Statutes, as amended. <br /> The proposed use is an unusual and reasonable use of land situated within <br /> the State Land Use Agricultural District and would promote the effectiveness and <br /> objectives of Chapter 205, Hawaii Revised Statutes (HRS), as amended. The State <br /> Land Use Law and Regulations are intended to preserve, protect, and encourage the <br /> development of lands in the state for those uses to which they are best suited in the <br /> interest of the public health and welfare of the people of the State of Hawaii. In the case <br /> of the Agricultural District, the intent is to preserve or keep lands of high agricultural <br /> potential in agricultural use.
