2. Parcel Background Information <br /> a. January 6, 2011—Special Permit 10-000110 (see Exhibit C) issued by the <br /> Windward Planning Commission to Yamada and Sons, Inc. to allow for the <br /> establishment of a quarry and related use on 14.99 acres of land situated <br /> immediately adjacent to the southwest of the Project Site, as shown on Figure 3 <br /> —Aerial Site Plan. This quarry remains in operation, but its supply of rock <br /> material has been exhausted, prompting the need to pursue this Special Permit <br /> application. <br /> b. The parent Parcel 002, consisting of 2,407.75 acres, is encumbered by the <br /> existing Yamada 14.99-acre quarry site described above as well as a State-issued <br /> revocable permit for the County public skeet shooting range adjacent to the <br /> north. The Project Site does not infringe upon the public skeet shooting area. <br /> c. The Applicant originally considered a quarry license area encompassing 51 acres, <br /> but reduced the Project Site to 37.882 acres to exclude the intact `Ohi`a forest <br /> and lands south of the access road as shown on Figure 3-Aerial Site Plan. <br /> 3. Surrounding Zoning/Land Uses <br /> The Project Site is situated approximately 3.5 miles from Downtown Hilo, within an area <br /> that has been witnessed to decades of industrial-type of uses, such as: <br /> a. Hilo International Airport a little over a mile to the north; <br /> b. County skeet range adjacent to the north; <br /> c. existing Yamada and Sons quarry and former quarries adjacent to the west; <br /> d. County landfill & related solid waste operations about 600 feet to the northwest; <br /> e. County stockpile area approximately 2,000 feet to the northeast; <br /> f. County's drag strip about 3,000 feet to the south; and <br /> g. County's Mass Transit baseyard about 1,500 feet to the southwest. <br /> The most notable, non-industrial type use within proximity to the Project Site is the <br /> Panaewa Farm Lots located along the east side of Railroad Avenue, approximately 2,000 <br /> feet to the west of the Project Site. <br /> Lands generally to the east and south are State-owned lands which are vacant and <br /> designated for agricultural uses. <br /> 4. ALISH: Other Important Agricultural Land <br /> Soils within the Project Site are classified as Other Important Agricultural Land according <br /> to the Agricultural Lands of Importance to the State of Hawai'i. These comprise of lands <br /> other than Prime or Unique Agricultural Land that is also of statewide or local <br /> importance to agricultural use <br /> 5. Land Study Bureau's Detailed Land Classification System: "E" or"Very Poor" <br /> The soils within the Project Site are classified as Class "E" or "Very Poor" for agricultural <br /> productivity. <br /> 8 Page <br />
