The proposed use will not substantially alter or change the essential character of the <br /> land and the present use <br /> As mentioned previously, the Project Site is situated within an area that has <br /> accommodated a myriad of industrial-type uses and facilities operated by the County, as <br /> well as a number of previous quarries as well as the Applicant's existing quarry located <br /> immediately adjacent to the west. Historical activities within the Project Site have seen <br /> some past surface quarrying, grading and grubbing activities. The landform has been <br /> further modified as albizia trees have established itself within much of the Project Site. <br /> While approval of request will substantially alter the physical characteristics of the <br /> Project Site, the existing industrial character of the surrounding area has long been <br /> established. The DLNR land license for the Project Site requires that upon closure or <br /> abandonment of the proposed quarry, the Applicant must leave the site in a non- <br /> hazardous condition that could support other uses. Such a condition is commonly found <br /> in Special Permits issued for similar quarrying activities throughout the island. <br /> 7. The request will not be contrary to the General Plan and official Community <br /> Development Plan and other documents such as Design Plans <br /> In considering the issuance of a Special Permit to allow a particular use, it must be <br /> assessed against the applicable goals, policies and standards of the General Plan. It is <br /> only through a comprehensive policy analysis approach that evaluations and decisions <br /> can be made to better time or stage developments to achieve quality growth. The <br /> implications of these evaluations and decisions must also be considered as they may <br /> have an impact on other similar areas in the County. <br /> Land use is one of the principal focal points of public concern and policy. The Land Use <br /> Element of the General Plan provides the primary basis for direct control and guidance <br /> of publicly and privately owned resources. It is also intended to be used as a policy <br /> guide for the coordinated growth and development of all sectors of the County. It sets <br /> forth goals, policies, standards and courses of action to accommodate growth without <br /> congestion, to designate and preserve the lands needed for residential use, commercial <br /> and visitor services, industry, agriculture and open space, and to coordinate these uses <br /> with the County's service and circulation systems. The overall Land Use goals, policies <br /> and standards are set forth to physically plan the lands in the County in the best interest <br /> of the island's residents. <br /> In addition to its goals, policies and standards, the General Plan also includes the Land <br /> Use Pattern Allocation Guide (LUPAG) Map, which is a graphic representation of the <br /> document's goals and policies to guide the coordinated growth and development of all <br /> sectors of the County by presenting a graphic depiction of the physical relationship <br /> 15 Page <br />
