County stockpile site that was surface quarried following the 1960 tsunami situated to <br /> the northeast of the permit area. <br /> The proposed, approximately 37.882-acre permit area is `T-shaped' and is vacant of any <br /> structures or improvements. Conditions in the permit area include past stockpiling and <br /> base yard activities within its eastern portion that left the land partially barren with the <br /> remainder consisting primarily of an albizia and weedy forest with few native trees. The <br /> applicant originally considered a quarry license area encompassing 51 acres but reduced <br /> the Project Site to 37.882 acres to exclude the intact `Ohi`a forest and lands south of the <br /> access road. <br /> 18. Surrounding Land Uses: Adjacent lands are zoned Agricultural (A-20a, A-10a, A-5a) <br /> and General Industrial (MG-la). Surrounding uses include the Hilo International Airport <br /> a little over a mile to the north; the County skeet range adjacent to the north; existing <br /> Yamada& Sons quarry and former quarries adjacent to the west; the County landfill and <br /> related solid waste operations about 600 feet to the northwest; County stockpile area <br /> approximately 2,000 feet to the northeast; the County's drag strip about 3,000 feet to the <br /> south; and the County's Mass Transit baseyard about 1,500 feet to the southwest. The <br /> nearest dwellings are situated within the Pana`ewa Farm Lots, approximately 2,000 feet <br /> to the west of the permit area. <br /> 19. USDA Soil Survey Report: Soils in this area are classified as Paipai series (rPae) and <br /> Lava Flows, Pahoehoe (rLW). Paipai series consists of well-drained, thin, extremely <br /> stony organic soils over fragmental AA lava. Permeability is rapid, runoff is slow, and <br /> the erosion hazard is slight. Lava Flows, Pahoehoe have no soil covering and is typically <br /> bare of vegetation. <br /> 20. Flood Insurance Rate Map (FIRM): Zone "X," an area of minimal flood hazard. <br /> 21. Land Study Bureau's Overall Productivity Rating: "E" or Very Poor. <br /> 22. Agricultural Lands of Importance to the State of Hawaii (ALISH): Unclassified <br /> and Other Important Agricultural Land. <br /> 23. Flora and Fauna Resources: A walk-through biological survey of the entire permit <br /> area was performed over the course of five days in April and July 2019. These surveys <br /> found that approximately 85% of the permit area has been disturbed in the past through <br /> 4 <br />
