The <br />results came back, which were submitted to Mr. Love. The results came back such that it is too <br />far to the Pahoa side to be able to provide coverage all the way back to Keaau, such that if we <br />were to put a tower in that general Ainaloa community area that a second tower would still be <br />needed between Orchidland towards Keaau. So rather than looking at just one antennae tower at <br />Orchidland, we€d be looking at one at Ainaloa and finding another site close towards Keaau. <br />Again, studies were prepared and documents were sent with some maps showing the coverage <br />pattern for site at Ainaloa versus without a site there. <br />SIRACUSA:Thank you. Verizon did, after the <br />Planning Commission hearing, the contested case hearing in late November, go out to the site <br />and made their first radio propagation measurements and determined that it was not acceptable. <br />We questioned whether or not they had actually made these measurements based on a higher <br />tower because their claim conflicts directly with the report of their engineer, engineering <br />department. And I quote from a letter from a Debra Adams, their engineer, Hopefully they will <br />answer your question regarding whether or not Verizon Wireless can co-locate on a T-Mobiles <br />existing tower.‚ The implication of this is clearly that they didn€t look at putting in a new tower, <br />they looked at co-locating on the shorter T-Mobile tower. <br />ALAMEDA:Thank you for answering the question directly. I appreciate that. Also, <br />fellow Commissioners, if you find that the question is not being answered directly, please just <br />jump in and ask that the question be directly answered. Commissioner Graham. <br />GRAHAM:I had a question for Mr. Torigoe. A substantial part of the discussion at <br />the contested case hearing as we read the minutes and all really was about alternatives. But, you <br />know, we€re being asked to grant a special permit; and when I look at our rules and I look at the <br />law, I don€t see any part of it that says, you know, if there€s no better alternative you should <br />grant it or anything like that. So I€d like it if he could give us a legal direction of how we should <br />view this whole issue of alternatives. <br />ALAMEDA:Thank you, Commissioner Graham.
