<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />HEARING TRANSCRIPT <br />FEBRUARY 3, 2011 <br />PEARL BAKERY (SPP 10-111) <br />A regularly advertised hearing on the application of <br />was called to order at 9:16a.m. in the County of Hawai‘i, Aupuni Center Conference Room, <br />101Pauahi Street, Hilo, Hawai‘i, with Chairman Zendo Kern presiding. <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Takashi Domingo, Wallace Ishibashi, <br />and Stephen Ono <br />STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), BJ Leithead Todd <br />(Planning Director), Maija Cottle (Staff Planner), and Jeff Darrow (Staff Planner). <br />And 19 people from the public in attendance. <br />ABSENT AND EXCUSED: Rell Woodward <br />APPLICANT: PEARL BAKERY (SPP 10-111) <br />Application for a Special Permit to allow the establishment of a commercial kitchen, bakery, café <br />and retail sales within an existing 2,000 square foot agricultural processing warehouse and <br />related improvements on approximately 32,670 square feet of land situated on a 50.779-acre <br />parcel situated in the County’s Agricultural-zoned district. The project site is located <br />approximately 6,000 feet southwest of the town of Mountain View along the southeast side of <br />Highway 11 (Volcano Highway) near its intersection with Peck Road, portion of Ola‘a <br />Reservation Lots, Puna, Hawai‘i, TMK: 1-8-004: Portion of 23. <br />KERN: Next applicant is Pearl Bakery, SPP 10-111, Application for a Special Permit to allow <br />the establishment of a commercial kitchen, bakery, café and retail sales within an existing 2,000 <br />square foot agricultural processing warehouse. Maija. <br />COTTLE: Thank you, Mr. Chairman. Good morning, everyone. <br />COMMISSIONERS: Good morning. <br />COTTLE: If I can direct your attention to the screen. Our next application is a special permit <br />request. The applicant is Pearl’s Bakery, and the subject property is located in the Puna district. <br />You can see the property outlined in black in the middle of the slide, and Volcano Highway <br />running generally in an east-west direction. <br />The property is zoned Agricultural 5 acres which is shown in the light green, as well as most of <br />the properties around it. And just to the east of the property, these areas shown in dark green, are <br />zoned Agricultural 20 acres. <br />This is the General Plan designation for the property. You can see light green in most of the <br />surrounding area, which stands for Important Agricultural lands. There’s also along the highway <br />pieces of property on both sides that are in the Conservation designation because Volcano, this <br />portion of Volcano Highway is scenic. <br />1 <br />EXHIBIT A <br /> <br />
