COUNTY ENVIRONMENTAL REPORT <br /> APPLICATIONS FOR STATE LAND USE BOUNDARY AMENDMENT <br /> (Agricultural to Urban) and <br /> COUNTY REZONING REQUEST (A-1a to RS-10) <br /> AMY HAGEN-COWELL TRUST <br /> KAWAALOA MAUKA SOUTH KONA, HAWAI'i <br /> TAX MAP KEY: (3) 8-1-008: 004 <br /> 1. INTRODUCTION <br /> The applicant, Amy Hagen-Cowell Trust, of the subject property identified <br /> by TMK: (3) 8-1-008: 004, is seeking the land use entitlements to develop <br /> a 5.875 acre property into 15 single-family residential subdivision lots <br /> consisting of a minimum of 14,000 square feet. As such, the applicant is <br /> requesting a State Land Use Boundary amendment from Agricultural to <br /> Urban and, concurrently, a rezoning from Agricultural (A-1a) to Single- <br /> family Residential (RS-10). <br /> IL PROJECT LOCATION <br /> The subject site, consisting of 6.875 acres, is located on the mauka or <br /> east side of the Hawaii Belt Highway (Highway 11), near its intersection <br /> with the extension of Alii Drive and Napoopoo Road. It is situated within <br /> the land division of Kaawaloa-Mauka, South Kona and is identified by <br /> TMK: 8-1--008: 004. (Figures 1 and 2) <br /> There are commercial uses in the immediate vicinity (less than 500 feet) of <br /> the subject property. To its south, some of these uses include a gas <br /> station, hardware store, and a drive inn. To the north, there are some <br /> residences as well as a dry cleaning shop. <br /> III. PROJECT DESCRIPTION <br /> A. Project Concept and Components <br /> The applicant is seeking land use entitlements that would enable <br /> the development of a 15-lot single-family residential subdivision. <br /> The proposed lots would vary in size from 14,000+ to 25,000+ <br /> square feet. (Figure 3). The size would be generally similar to the <br /> Captain Crook VillagP Suhdivision situated adjacent and north of the <br /> subject site. <br /> A new road, consisting of a 50-foot wide right-of-way and 20 foot <br /> pavement, to service the proposed subdivision would be built to <br /> County dedicable standards.
