All essential utilities are available to the property. The area is served by police <br /> and fire stations in Captain Cook and Pu`uloa. Konawaena Elementary, Intermediate and <br /> High School is located approximately one (1)mile north of the property. Medical <br /> services are available at the Kona Hospital located less than three (3)miles north of the <br /> subject property in Kealakekua. <br /> There are no severe geological or topographical problems for the property <br /> that cannot be properly rectified, or which would render the land unusable. The <br /> project site has no severe geological or topographical problems which cannot be properly <br /> rectified, or which would render the land unusable. According to the Flood Insurance <br /> Rate Map (FIRM) prepared by the Federal Emergency Management Agency (FEMA), <br /> the property is located in Zone "X" or"Area of Minimal Flood Hazard" and it is not <br /> known to be prone to flooding. The topography of the subject property gradually slopes <br /> from east to west with less than a 10% slope. <br /> The Department of Public Works (DPW)requires that all development generated <br /> runoff shall be disposed of on-site and shall not be directed toward any adjacent <br /> properties. All earthwork activity, including grading and grubbing, shall conform to <br /> Chapter 10, Erosion and Sedimentation Control, of the Hawaii County Code. The <br /> preceding will be added as conditions of approval. <br /> The request is not contrary to Chapter 205A,Hawaii Revised Statutes, <br /> relating to Coastal Zone Management Area. The subject property is located over one <br /> (1) mile from the nearest shoreline, is not situated within the Special Management Area <br /> and will not be impacted by coastal hazard and beach erosion. There are no identified <br /> recreational resources or public access to the shoreline or mountain areas, scenic and <br /> open space preserves, coastal ecosystems, marine resources, or other natural and <br /> environmental resources in the area. Thus, the proposed request and use of the property <br /> will not adversely impact those resources. <br /> There was no formal flora and/or fauna study conducted for this Change of Zone <br /> request. Due to previous grading, grubbing and cattle grazing activity, the applicants <br /> indicated that it is unlikely that any threatened or endangered floral or faunal species are <br /> present on the property. <br /> -5- <br />
