Orchidland Gulsons has accomplished in a relatively short time much more than the <br />previous owner did in the ten years that the permit was issued. And if the request for <br />an extension is granted, Orchidland Gulsons is ready, willing, and able to complete the <br />project quickly. <br />The only issue before the Commission today is whether or not to grant an amendment <br />to Condition No. 4 of Special Permit 569, extending the time period for us to complete <br />the project. That is the only issue under consideration. <br />The following agencies have declined to comment or do not object to this request. <br />Department of Public Works, the Department of Environmental Management, the <br />Police Department, the Fire Department, the Real Property Tax Department, both the <br />Land Division and the Historic Preservation Division of the Department of Land and <br />Natural Resources, the Department of Transportation. <br />` <br />The State Land Use Commission deferred judgment to the County of Hawaii and <br />offered no further comment on this application. <br />The Department of Water requested that Orchidland Gulsons submit a commitment <br />deposit of $4,500 for the 20 units of water or 18,000 gallons of water per day, that is <br />the projected usage for the project, and that Orchidland Gulsons install 500 feet of 12- <br />` <br />inch waterline extending from the existing waterline running along the Keaau-Phoa <br />Road to provide adequate water pressure and volume under peak flow and fire flow <br />conditions. And as I mentioned earlier, we have agreed, we do want to do this and we <br />have agreed to do this. <br />Orchidland Gulsons has abided by the law in its request for an amendment and mailed <br />` <br />notification to all surrounding property owners pursuant to County of Hawaii <br />regulations. Throughout this process, Orchidland Gulsons has acted in good faith. <br />I would like to take this opportunity to personally apologize to the Board Members of <br />the Orchidland Community Association for not meeting with them prior to this hearing. <br />It is, however, necessary to first obtain this extension in order to have an actual project <br />to present to them. It would be a tremendous waste of the board's time for Orchidland <br />Gulsons to do a presentation for a project that cannot be built due to lack of a special <br />permit. And that's all I have.
