YUEN:Right. And fairness comes into play much less in a rezoning, from <br />my point of view, because you don€t have to get a rezoning. The County Council can <br />always say this is a bad time, this is a bad place, you don€t get a rezoning. But when <br />somebody already has been zoned for a particular use and then they have a certain set of <br />rules to continue on, then that does become an issue. <br />GRAHAM:Good.
