extension and Nap6`opo`o Road. The subject property is currently improved with a 36 <br /> square foot agricultural shed and is otherwise vacant and covered with vegetation. <br /> 12. Surrounding Zoning/Land Uses: Lands to the north are zoned A-la and RS-10. Lands <br /> to the northeast are zoned RS-15. Lands to the east are zoned A-la and CV-10. Lands <br /> across the Hawaii Belt Highway intersection with Alii Drive extension and Nap6`opo`o <br /> Road and to the west are zoned A-5a and lands to the south are zoned CV-10. <br /> Surrounding land uses include a mixture of small farms, residential subdivisions, and <br /> commercial uses. <br /> 13. Agricultural Lands of Importance to the State of Hawaii (ALISH): The subject <br /> property is "Unclassified" on the State Agricultural Lands of Importance Map. <br /> 14. Land Study Bureau's Detailed Land Classification System: The Land Study Bureau <br /> (LSB) designates the subject property as "C" or"Fair Soils" and"E" or"Very Poor". <br /> 15. U.S.D.A. Soil Survey: The soils on the subject property are classified as Honuaulu <br /> Hydrous Silt and Puna and Haplic Udarent soils with 10 to 20 percent slopes. The soils <br /> consist of a`a lava flows. The soil is considered well drained with a very low runoff class. <br /> 16. FEMA FIRM MAP: The subject parcel is in an area designated as Zone X on the Flood <br /> Insurance Rate Map (FIRM) by the Federal Emergency Management Agency (FEMA). <br /> Zone X is an area determined to be outside the 500-year floodplain. <br /> 17. Flora/Fauna Resources: There was no formal flora and/or fauna study conducted for <br /> this Change of Zone request. Due to previous grading, grubbing, and cattle grazing <br /> activity, the applicants indicated that it is unlikely that any threatened or endangered <br /> floral or faunal species are present on the property. <br /> 18. Archaeological/Historic/Cultural Resources: An archaeological inventory survey <br /> (AIS) entitled "Final Archaeological Inventory Survey, TW: 8-1-008:004, Ka`awaloa <br /> Ahupua`a, South Kona District, Island ofHawai`i"was prepared by Haun and Associates <br /> in March 2021 (Planning Department Exhibit 3 -AIS dated March 2021). The AIS <br /> identified four historic sites with a total of 26 features. These consist of three single <br /> feature wall sites (Site 50-10-47-311441, Site 31145, and Site 31146) and one complex <br /> comprised of 23 component features (Site 31147). The identified features consist of nine <br /> enclosures, four walls,three stone-lined pits,two concrete pads, two platforms,two <br /> retaining walls, one lava blister, one trail, one walled terrace, and one wooden structure. <br /> -3- <br />
