Neighborhood Transient Oriented Development(TOD)area as shown on the Official <br /> Concurrency Map. <br /> DESCRIPTION OF SUBJECT PROPERTY AND SURROUNDING AREA <br /> 22. Subject Property: The subject, 11.054-acre property is roughly rectangular in shape <br /> and located mauka of Alii Drive, immediately adjacent to the south of Keauhou View <br /> Estates and White Sands Beach subdivisions and bordered to the east(makai)by the <br /> proposed Kahului-Keauhou Parkway. <br /> 23. Surrounding Zoning and Land Uses: The White Sands Beach Estates and Keauhou <br /> View Estates are zoned RS-7.5 and located adjacent to the north of the project site. These <br /> areas are fully developed as residential subdivisions. Lands to the west(makai) of the <br /> property are zoned A-5a. The Kahului - Keauhou Parkway borders the property to the <br /> east(mauka). Vacant lands south of the project site are zoned RS-7.5 and RM-3.5. <br /> 24. Flood Zone: Zone "Y', or an area of minimal flood risk. According to the applicant, A <br /> drainage study has been prepared to include a flood study to determine whether the <br /> property may be inundated by the design discharge from the proposed culverts crossing <br /> Kahului to Keauhou Parkway and incorporated within construction drawings approved by <br /> the County. <br /> 25. Coastal Hazard: The property is located approximately 800 feet mauka of the shoreline, <br /> is not an oceanfront parcel, and will not affect, or be affected by shoreline processes. <br /> 26. Recreational Resources: Condition C of the subject change of zone ordinance requires <br /> the applicant to provide a minimum 5,000 square foot recreational area at the Naniloa <br /> Street end of the proposed subdivision and a minimum three (3)-acre,public <br /> neighborhood park sufficient in size and quality to create a playing field for team sports <br /> such as baseball, football, and/or soccer on another parcel of land within one-quarter mile <br /> of the proposed project,meeting with the approval of the Department of Parks and <br /> Recreation. According to the applicant,the preliminary subdivision plat map identifies <br /> Lot 22, consisting of 5,000 square feet,to be set aside as a park to be maintained and <br /> managed by the homeowners' association. This park will be assigned one 5/8-inch water <br /> meter for use by park guests. Additionally, in consultation with the Departments of <br /> Planning and Parks and Recreation, the applicant has designed and will construct a three <br /> (3)-acre neighborhood park on a County-owned parcel located within Alii Sunset <br />
