We put them into Council 3. I would like to ask that they <br /> be put back into Council 2. <br /> KOSSOW: I'm sorry, Mr. Yoshina. Can you speak up to the mic? To summarize, you <br /> wanted <br /> YOSHINA: At our last work session, I asked that, and I don't know the census block <br /> numbers, but if you go up Haihai Street, there was a rectangular block that I requested be <br /> put into Council 3. But I would ask that that be put back into Council 2. I think yeah, <br /> those that have been highlighted in yellow. Right. Can you put that in 2? Yeah, thank <br /> you. I think that population shift will help Council 3 a little bit or gives a little bit more <br /> wiggle room. Thank you. <br /> KOSSOW: Thank you, Mr. Yoshina. So, the deviation now for Council 2 is 11.6 percent, <br /> at two thousand five hundred and seventy-nine (2,579). Council District 3 is negative 6.2, <br /> at negative one thousand three hundred and seventy-eight(1,378). It sounds like—My <br /> thinking is that we have to take some of Council 2 in order for Council 3 to get into part <br /> of HPP. So, to allow Council 5 to get into upper Puna. Does anybody have objections to <br /> that? <br /> HUSTACE: No, Chair. And to go back to some of the discussion we had before, and with <br /> Commissioner Bath, we have to push Council 5 further south, so. Council 3 needs to take <br /> more of Council 5 in this current map here. <br /> BATH: Commissioner Bath. <br /> KOSSOW: Go ahead, Ms. Bath. <br /> BATH: James, since you have your map more in your mind, can you overlay what you <br /> proposed onto this map?
