HAYASHI:Based on our condition, yes. And just as a matter of information, the <br />General Plan proposal does also include the church property to be included in the High Density <br />Urban. <br />ALAMEDA:Okay. Follow-up questions, Commissioners, before I invite the applicants <br />up? Oh, Commissioner Graham, of course. <br />GRAHAM:Thank you. Norman, it does seem a little unusual to be doing the zoning <br />change before the General Plan change; and I understand its conditioned on a later General Plan <br />change. Just so that we have some sense of the process and the time involved, could you just tell <br />us how that General Plan revision is going to be treated process wise and time wise from here <br />forward? <br />HAYASHI:Yes. The General Plan proposal has been transmitted to the Planning <br />rd <br />CommissiononMarch3. You may not have a copy now but you should be getting it either in <br />your packet today or in a day or so. The Planning Commission has 60 days in which to conduct <br />a hearing and act on the proposed General Plan Amendments. So based on, from a timing <br />standpoint, the proposal is to have two hearings, one in Hilo and one in Kona; and we have <br />tentatively set the April meetings for the General Plan Amendments. So should the Commission <br />decide to review, oh, after reviewing the application then it goes to the Council. So that goes <br />through our normal process. <br />ALAMEDA:Commissioner Graham, follow-up? <br />GRAHAM:And in that regard presumably the Council would also act on this prior to <br />acting on the General Plan revision? <br />HAYASHI:Well, we cant speak for the Council; but, you know, thats a possibility <br />because we do have that proposed condition that states the zoning does not become effective <br />until the General Plan Amendment is adopted by the County Council. <br />GRAHAM:Sure. And the General Plan revision, does that include a number of other <br />propertieselsewhereontheislandbesidesthisonerighthere? <br />HAYASHI:Yes. There are a number of proposals. <br />GRAHAM:Thank you. <br />ALAMEDA:Fellow Commissioners, other questions? Commissioner Springer? <br />SPRINGER:Condition E addresses full, the old Condition E addresses full <br />improvements to the projects frontage along both Kekuanaoa and Laukapu Streets. Im looking <br />at the correspondence from Debra Weeks of October 28, 2005 where she discusses impacts from <br />traffic to Big Island Candies on the roadway fronting her property, which is across Laukapu <br />Street, apparently, from Big Island Candies. Is there any relief for this resident from impacts <br />made to her frontage by traffic from Big Island Candies? <br />ALAMEDA:Mr. Hayashi? <br />10EXHIBIT C <br /> <br />
