sufficient to address any potential groundwater or coastal water <br /> impacts. <br /> If required, a solid waste management plan could be prepared and <br /> implemented. Being a residential project, it should not be a noisy one. <br /> Any noise-generating facility - such as air conditioners -would be <br /> carefully placed to minimize their noise impacts to adjoining <br /> properties. <br /> Further, while the site has some on-site developmental constraints, <br /> they are not insurmountable. For the most part, the site is designated <br /> "X" on the FIRM map. A drainage system will be designed in a <br /> manner to protect the property as well as to minimize the volume of <br /> surface runoff generated by this development. <br /> There are no known archaeological or cultural features on the subject <br /> site, having been used historically for sugar cane cultivation. <br /> Furthermore, if there are inadvertent archaeological features found on <br /> the site, work will stop and the State DLNR and County Planning <br /> Department will be consulted before further activities occur within the <br /> affected area. <br /> Being partially disturbed and within an urban environment, the <br /> prospects of the site serving as a habitat for rare or endangered plant <br /> or animal life appear remote. <br /> As this is a residential project, it will directly fulfill the goals and <br /> objectives - as noted above - of the housing element. Specifically, <br /> the more pertinent goals are: <br /> • Attain a diversity of socio-economic housing mix throughout the <br /> different parts of the County <br /> • Maintain a housing supply which allows a variety of choice <br /> • Improve and maintain the quality and affordability of the existing <br /> housing stock <br /> • Seek sufficient production of affordable rental and fee-simple <br /> housing in the County in a variety of sizes to satisfactorily <br /> accommodate the needs and desires of families and individuals <br /> The General Plan also emphasizes that developments be mindful of an <br /> area's natural beauty. In this situation, the project will be developed <br /> in a manner where it blends with the existing terrain and enhances the <br /> natural environment through the introduction of landscaping. <br /> 13 <br />
